Research On Application Of Container Terminal Manpower And Equipment Resource Allocation System

These years, with the rapid development of container transportation, the competition between container terminals also increased continuously. The owners of container terminals face an urgent problem that how to increase working efficiency, improve service level, decrease the cost, consequently enlarge the margin and improve the competed capability.The objective of this paper is searching a method to build up a scientific and reasonable resource allocation system. The research is through the systematic analysis of resource allocation business, base on the model researching on resource allocation system of Dalian Container Terminal and Dalian International Container Terminal.Firstly, this paper gives a synoptic introduction about resource allocation system. It explains the conception of resource alloction and shows the mainly researching problem. After that, it gives some introduction about bisenuss and system of container terminal manpower and equipment allocation. Base on understand of business and system, the paper does a further analysis on the advantage and localization of the system. It also analyses the business flow, organise mode, system function, technology criterion. According to this analysis, it constructs a model of container terminal manpower and equipment resource allocation system. After that, the paper provides an analysis on the system apply in Dalian Container Terminal and Dalian International Container Terminal. At last, it summarizes the study, draw a conclution about the research on container terminal manpower and equipment resource allocation system, and make an expectation on the manpower and equipment system future.The main contribution of this paper is that it concentrates on the integration of manpower and equipment resource allocation system with container terminal operation system. It changes the situation that the former resources allocation system function to be unitary, and the data less associate with operation. It supplies the support of the theory research and practice of container terminal manpower and equipment resource allocation system.
