Research On The Bidding Of Tibet's Government Investing Projects

By taking the bidding of Tibet's government investing projects as the research object, using the theory and case analysis, this paper has been brought to bear on the more complete analysis on the operation Status and the detailed discussion of many problems in the process of bidding, such as unscientific evaluation methods, manipulation behind the scenes, the selection of judge panel, the lack of an effective supervision mechanism and so on, was made.According to the practical situation of Tibet, the paper analyzes the malpractices of the target bidding. Then the author suggests pushing forward the process of the bidding without target. The paper also suggests improving qualification evaluation method in which constructed project bidder is selected, and put forward qualification evaluation method of the bidder based on AHP to be selected. The method is simple and scientific, and can effectively reduce the subjective evaluation process of arbitrariness and enhance impartiality of the bidding system. Then it effectively provides strategies of bidding's base of theory.Using the fuzzy comparison method to improve the present method of Comprehensive Evaluation, the paper compares the difference between Comprehensive Evaluation Method and the method of accepting the lowest tender through appraisal. Then the conclusion is that the method of accepting the lowest tender through appraisal is the final trend. Taking the agent construction system management mode into consideration, the paper proposes that on the basis of the construction authority ,the two-tier management mechanism of agent construction system should be established to improve the existing government investing projects management mode. In addition, we should also take measures, from perspectives of the pricing method, anti-corruption mechanism, the legal system, the information construction of bidding, the establishment and management of bidding expert database, to solve the existing problems in order to achieve the optimal efficiency.
