Research On Technological Innovation Management System Of National High-tech Zones

Since reform and opening up, China's economic construction and development of science and technology has made noteworthy achievements in the world, and the development of national high-tech zones is an eye-catching spot. At present, the national high-tech zones have 540,000 scientific and technical personnel, more than 100 high-tech business incubator service centers. 76 percent of the technology of the main technical products is from domestic and owned enterprises, a total of 5,272 national projects have realized industrialization, and many brand-name products and an outstanding group of entrepreneurs have been produced here. National high-tech zones are actively playing a crucial role in improving the ability of independent innovation and in the process of building innovation-oriented country. As high-tech zones was started relatively late and lack of experience, there is still a big gap between China and the Western countries. Therefore, as for the high-tech zones, how to strengthen the management of technological innovation, create its own innovative management system has become key issues of China's future economic development.For the above reasons, this paper took the problems, faced by national high-tech zones, as the entry point, and took the technological innovation management system as a research perspective, in order to provide some guides for the country's technical innovation and development. The main content of this paper is: First, analyzed the main issues in technological innovation of high-tech zones in line with the state of technology innovation and development of national high-tech zones; Secondly, on the basis of analysis of the future goals of the national high-tech zones, and the references experience of the United States and Japan from the development of high-tech development zones, put forward the development strategy of technical innovation of high-tech zones in China; Then, built the ability evaluation system of technological innovation, and evaluated the technology innovation ability of high-tech zones effectively; Finally, with the own characteristics of high-tech zones, constructed technological innovation management system and put forward protection measures, and provided some theory references for the government to improve the management ability of technological innovation.
