Since reform and open policy, our country economy, social swift development, but the agriculture falls behind by far the industry development, the urbanized big lag in the industrialization, the city and countryside disparity expands unceasingly, had already surpassed the internationally recognized warning line. This kind not balanced and uncoordinated condition, the serious influence our country national economy's positive cycle and the sustained growth, does not favor the comprehensive construction affluent society, starts the cause of socialism with Chinese characteristics new ball game. In the new historical development time, the Central Party Committee, the State Council sized up the situation, has established the science development concept, proposed planned the city and countryside development the policy.Xinjiang as agricultural big province, simultaneously is also owes the developed national minority to occupy the area, the city and countryside disparity question is more prominent, and has gradually potential of the expanded, the serious influence Xinjiang economy's development, also had already had certain negative influence to Xinjiang's stability and unity, reduces the city and countryside disparity to be imperative. Under this background, studies the Xinjiang city and countryside disparity the condition, the root, and proposed according to the above the corresponding countermeasure suggestion and the institutional innovations mentality, without doubt to Xinjiang, the western area and even the national city and countryside economy overall plan development has the important theory and the practice significance.This article based on the above background, the utilization development economic, the system theory, the industrial economics and so on many discipline's theories and the method analytical study object, simultaneously uses the qualitative analysis and the quantitative analysis unifies as well as the comparative analysis and the statistical analysis and so on many kinds of methods.The paper divides into five parts. The introduction partial concisely introduced this article research background, the research significance, the domestic and foreign research tendency, the research technique and this article innovation and the deficiency; The second chapter plans the city and countryside economic development elementary theory, first to plans the city and countryside development the implication to carry on the limits, then the theory which uses to this article has carried on the detailed outline. This part launched for as follows has limited a scope, simultaneously the theory part had the instruction function regarding as follows practice; The third chapter has carried on the detailed analysis with the massive data to Xinjiang's city and countryside economic gap present situation, then does the empirical study using the analytic hierarchy process to the Xinjiang whole, has selected the city and countryside economy overall plan target first, then used systematics principle to construct the indicator system, has enumerated each target, each level computational method, the appraisal principle, then did the concrete research to the Xinjiang economical city and countryside overall plan; The fourth chapter has carried on the thorough analysis to the city and countryside development uncoordinated reason.
