Economic development and social prosperity and is closely related to the movement of the productive forces, science and technology productivity has played a decisive role. Especially in the human society entered the era of knowledge economy, the productivity of the role of science and technology even has become more prominent. With the advent of the knowledge-based economy era, the civilization of human society continues to accelerate the process, science and technology productivity as the core of the most critical factors, almost all of its functions are achieved through the flow. This paper focuses on the flow of science and technology productivity, measurement and optimization problems, trying to guide the theory and practice of advanced productive forces building.The article is divided into five parts, the first part describes the History of Science and Technology Productivity, summarizing the research status at home and abroad, the paper's main content and research ideas are briefly described and analyzed in this paper. Innovation section has also been referred. Part II, the basic concepts of the science and technology productivity have been described. The constituent elements of the flow of science and technology productivity have been introduced. Construction of the national and regional scientific and technological productivity control system, the calculation of science and technology productivity model has been proved. Third part, from the direction of the flow of scientific and technological productivity, momentum, carrier, form to the impact of scientific and technological productivity , the paper has revealed the mechanism, effect and flow pattern of productivity movement, summarizing the rules of flow scientific and technological productivity. .fourth part, by using the idea of gravitational physics, the paper has established the model of the flow of science and technology productivity. The fifth part, by using the perfect mechanism, has established Simple linear programming model to maximize the efficiency factor mobility objectives, related to some parameters such as the availability of resources, environmental carrying capacity, degree of restraint system, the level of productive forces, science and technology elements of factors. Under certain restrictive conditions, the paper try to find the optimal solution of unipolar nuclear cities of mobile network technology elements configuration.This is the first time to research science and technology productivity in a quantitative way. The paper has discussed the estimation of the flow of science and technology productivity. Great attempts and innovation has been made in theory and in practice.
