With the development of the economy, the main cities in China all enforce the construction of city railway transportation. Chinese government has also invested a great deal of fund to support the construction of railway transportation for the big cities, which gives the domestic equipment-making corporation of railway transportation a tremendous development chance. The procurement of the equipment of domestic railway transportation project carries on by the form of inviting public bids, thus, the equipment manufacturer of railway transportation needs to submit public bids to participate the invitation of bids for vehicle procurement project.Chuanghun Bombardier Railway Vehicles Co., Ltd (hereinafter called CBRC), a joint venture between Changchun Railway Vehicles Co., Ltd and Bombardier Transportation GmbH, products railway vehicles. The vehicles produced by CBRC are running on the metro line in Guangzhou, Shenzhen and Shanghai without any problem. In order to enlarge the market share of CBRC, maintain the sustainable development, CBRC participate the bid of Shanghai Metro Line 9 vehicle procurement project.Works related to bids play a very important role for the vehicle manufacturer to gain the supply contract of railway vehicles. Bids for vehicle project need many departments of CBRC and parent company to participate in. Therefore, during the preparation of bids, it is very important for how to organize and harmonize the whole activity of bid process efficiently through communication and solve the problem, contradiction and the conflict that may be happened. In order to implement the better communication and management of bids and make the bids more efficient through well communication, the first step is to guarantee the bid team or the whole company with well environment of communication, as well as all kinds of measure to ensure the efficient communication, including the essential guarantee of system or norm, the unimpeded communication, the correct utilization of the communication skill, the method of communicating with foreign personnel and the customer.This paper, is divided into four chapters, according to the method and steps of raising questions, analyzing problems, solving problems and the analysis of the communication management of the bid process Shanghai Line 9 Vehicle Project, expounds the status of communication during the submission of bids, finds the problems occurs in the management of bids, analyzes the essential reason of the problems and then analyzes the communication management during the bids theoretically. It poses the specific solving scheme for the communication management of Shanghai Line 9 Vehicle Project and expounds concretely for the implement and control of the solutions hereto.First of all, this paper poses the questions exist in the communication management of bid process Shanghai Line 9 Vehicle Project in the first chapter. It makes the reader have a general understanding to the background information of the whole bid project according to the brief introduction of CBRC and its parent company Changhun Railway Vehicles Co., Ltd and Bombardier Transportation GmbH and Shanghai Line 9 Vehicle Project. Then it introduces the status of the communication in bid project, raises the questions existing in the communication management. At the end of this chapter, it expounds the significance of improving the communication management for bid work.In the second chapter, it expounds the reasons of problems exist in the communication management for the bid process of Shanghai line 9 vehicle project and analyze the reasons comprehensively. First of all, the bids activities and communication activities are short of the relative management system to support, which makes the communication management of the bid work become ruleless. Secondly, the procedure of the bids are old and do not accord with the requirement of the work, which also makes the bid communication more difficult. Thirdly, the mode, ways and technique of communication shall be improved and abundant during the bids, which make the bids more successful and efficient. Last, the management of the human resource shall be enforced, including enforcing the discipline and the system of job responsibility of bids work and so on.In the third chapter, it mainly raises the concrete solutions of the communication management of Shanghai Line 9 Vehicle Project, so as to make the activities of communication and the management of communication of this project more efficient. First of all, it introduces the relative theory of the communication and communication management concretely, and then analyzes the real bids work, points out the method, ways and technique of communication, which should be used during the bid process. Then it expounds the content and strategy of communication in the interior and exterior of the company and raises the relative solution.In Chapter 4, it mainly expounds the implement and control of the solving scheme for the communication management of bids and introduces the key point which we should pay attention to during the course of implement the scheme, including how to build and improve the management system of bid and communication plan, the key point of building the liability system of bid work, how to improve the work procedure of bid, how to make efficient bids team through communication and so on.This paper analyses detailed about the problems occur during the course of communication management of Shanghai Line 9 Vehicle Bid Project in CBRC and present the concrete scheme and proposal for solving these problems and improving the communication management, and thereby accomplishes the bid work more successfully and efficiently. This paper also can be the reference to the supplier of railway vehicle for the efficient bid communication management.
