Plant engineering consultants services theory and implementation model have already been a focus of modern equipment management.This thesis combines the content of the 2006 year scientific research projects "Search on plant engineering management theory and practice system" put forward by General Administration of Quality Supervision Inspection and Quarantine of the People's Republic of China,the training materials planning "Plant Engineering and Consultants" made by China Association of Plant Engineering Consultants (CAPEC),and the request of the "11.5" planning materials "Science of modern plant engineering " of Metallurgical Industry Press , basing on studying plant engineering activities, puts forward the plant engineering consultants services theory system framework and implementation process model based on the formation process of plant engineering. Acroding to the product quality assurance system ISO9000-2000 and CAPEC: S111-2003, the engineering consultants services quality assurance system prototype file system for plant ngineering consultants units is built with the main results of this study.The thesis has first analyzed the engineering consultation of research present situation in domestic and foreign, and the trend of development, basing on basic theories such as system theory, proposed that the research subject of consultants services theory and implementation facing on the plant engineering consultants service system, and has analyzed this topic origin, the significance and the research technical route. The second chapter has studied total life -cycle of equipment and the plant engineering. Based on analyzing the cost relations between formation and operation process of equipment and the plant engineering, the equipment total life cycle cost model is bulit and the cost optimized mathematical model and management requirements are proposed. The third chapter has analyzed the connection between every relation in the plant engineering forming process, has established the relational model between them and put forward the plant engineering consultants service concept and the work content. The fourth chapter has researched and proposed consultants service theoretical system framework facing the plant engineering. The fifth chapter has researched and analyzed the plant engineering goal characteristic and the design appraisal principle, the flow, proposed the general mathematical model of the plant engineering goal control principle based on the mathematical statistic and the operations research. The sixth chapter proposed the plant engineering consultants service implementation process, each sub-process's prime task content and implementation request. Finally, this article analyzed briefly plant engineering consultants personnel staff ability request, discussed the question about plant engineering consultants personnel professionalism.
