With the rapid development of the Computer Network Technology, Electronic payment has been developed into 5 stages from the less advanced to advanced. Meanwhile, the payment methods are being richer from the single traditional payment method to traditional payment method, the INTERNET environment payment method and wireless network environment payment method .This paper's purpose and core is discuss how to protect the weak parties, the consumers during the retail electronic payment. The paper analyzes the laws and regulations concerning consumer protection in terms of American, Australia and Britain legislations through comparative legal research viewpoint. In addition, the paper suggests learning the good examples from them and localized relevant consumer protection legislation regarding the same issue, which also provides a good balance among every main part.There are 30,000 words in this paper, which is divided into 4 sections except form the preface and conclusion.The first section: the paper points out the development of 5 stages, methods, the definition of the electronic payment and the legal relationship among various from the analysis.The second section: The writer puts forward the impact of electronic payment on legal right from a case. The paper also considers the localization elements and suggests the improved picture about Chinese retail electronic payment law in terms of the method of legislation and specific system.
