The Research On Optimizing The Industrial Structure Of Inner Mongolia Based On Technological Innovation

One of the important factors of promoting the development of regional economy is the optimization of the industrial structure, and the motive force of the optimization is the technological innovation. The emergence of technological innovation not only injects new vigor into economy but also bring the deep change of the social mode of production. Therefore, probing into the technological route and countermeasure where function mechanism and regional industrial structure optimized in technological innovation and industrial structure optimize, have extremely important theory and realistic meaning. Especially for backward areas, how to optimize the structure of regional industry fast to great-leap-forward development, the function of technological innovation cannot be ignored.From the view of international range, accelerating the paces of technological innovation is the basic way of Inner Mongolia to meet the international market competition. Since China joined WTO, the trans-corporation of developed country invests extensively on the domestic market, but mainly on coastal developed city, this means that technological disparity will be widened further. It also means great impact for the fragile and rudimentarily industries bf Inner Mongolia, especially traditional industries such as steel, metallurgy, chemical, machinery etc.. From the view of domestic situation, the whole industrial structure of our country has been optimized and accelerated further since reform and opening-up, but economic development is extremely uneven, the society splits up rich or poor seriously. In the face of such international and domestic situations, Inner Mongolia located in underdeveloped area needs to look for a route to optimize industrial structure so as to quicken the paces of the economy development and guarantee that the health of economy and society are developed steadily.At present, there are many researches on the optimization of regional industrial structure, mainly focus on how to choose lead industry, the appraisal model with advanced and rationalized industrial structure, the methods and ways of industrial structure optimization, etc. The technological innovation is analyzed only as the reason for influencing the change of the industrial structure. Research on methods and ways of industrial structure optimization based on technological innovation is not deep enough and lack of positive research. This article regards the mechanism of technological innovation and industrial structure as the theoretical foundation, using every discipline theory, the nature and quantitative analytical method, analyzed the current situation of Inner Mongolia between technological innovation and industrial structure, and draw the conclusion that the technological innovation ability of Inner Mongolia is insufficient, the industrial structure of Inner Mongolia is still at unreasonable, low-grade stage. The reasons that technological innovation shortage leads to such industrial structure are: There is less investment for the scientific research of primary industry, agricultural technique extension efficiency is not high; The industry chain of the secondary industry is short, additional value is low; The third industry development lags behind and of low quality, the new industry is in low proportion. On the basis of the research, the article proposed the technical development route between and inside of the industries in Inner Mongolia and inside the industry. Finally, according to the actual conditions of the Inner Mongolia, the article put forward a series of scientific and technological policies and measures related to university, scientific research institution, enterprise, government to restructure the technological innovation system and bring the optimization of industrial structure into effect.
