The rapid growth of Chinese Economy and the large dominate demand of information service makes the great development telecommunication industry. But as we access to WTO, the political support from the government has been weaken. And the environment that the telecommunication industry develops makes a huge change that it goes from monopolization to open and competition situation.As the transnational corporation enter China, dominate telecommunication company is getting close to the advanced global technology but left the management behind compare to the technological progress, which make the advanced technology out of utility so that it makes ourselves in a bad situation. Facing to the competition, telecommunication company in China must break in the situation with setting up the core competition capacity, breaking the backward operation mechanism, raising and maintaining the international capacity of competition, so that grow from small to huge rapidly and well.This thesis focuses on the new situation of Shenyang Mobile Company. According to the general strategy of CMCC, building the competitive strategy of Shenyang Mobile Company is put forward. It can make the company get the competitive superiority in the new market environments, strengthen and reclaim the market demanding, raise the market share and enhance the base that make the company develop fast and steady. And we hope that the company will consider it in order to foster the competitive superiority through this thesis.
