In the 21st century, competitions are more and more keen, and the success of an enterprise increasingly depend on the core competitiveness. Although people analyze and do research on the meaning of an enterprise's core competitiveness from various aspects, talents could not be ignored, anyway. Nowadays, knowledge-based economy develops rapidly and talents have taken place of market share as the most significant sign to measure an enterprise's success. Thus, the competitions between enterprises would be more intense. As for the enterprise, besides one's own strength, it is more important to attract talents, encourage talents and retain talents for the invincible position during the keen competition.Based on the actual conditions of Shenyang CCCL Company, The author comprehensively analyzed the company's brain drain problem with modern management theory, human resources theory, and some other related knowledge. On one side, the thesis introduced the history, operating status and current situation of human resources of Shenyang CCCL Company; on the other side, it presented a few typical events of brain drain in CCCL Company, furthermore, the author analyzed its reason and impact that brain drain had made on CCCL Company. At last, combined with CCCL Company's status quo, the author proposed keeping strategy aiming to lower brain drain.Through probing into CCCL Company's brain drain problem, the thesis thoroughly analyzed the cause, which made the company re-examine and perfect its human resources management policy to match with the enterprise's strategy and talents' development, helping the company face with the fierce market competition.
