With rapid industrialization, the environmental risk to the human being is also increasing, especially in China now. With the deepening and expanding of China's industrialization, the upgrading of relationship among industry and global economic integrating, the course of regional exploitation is speeding up. Industrial parks have become a new bright spot in China's economic field. The industrial parks have characteristics such as widely apply new technology and new energy with different risks, centralized population, frequently activity, integrated industrial system of gathering and so on. Risky factors are existence simultaneously and influence each other, even if the specific environmental risky factors are relatively small. So the possibility of environmental accidents in the industrial parks is larger than others. Because of that, the evaluation system about industrial park environmental risk on macro-level and meso-level should be constructed to satisfy the awareness of planners and managers about comprehensive environmental risk, control environmental risk and to achieve the goal of maximizing the effectiveness.In this paper the following work is done: Firstly, based on the regional compound ecosystem theory, this paper identifies that the industrial park has the characteristics of a compound ecosystem, and then innovative present the concept of overall risk level for an industrial park. Secondly, based on the regional Environmental Risk system theory, this paper develops the whole process of regional environmental risk occurred and identify the factors that impact the industrial park environment risk from macro-level & meso-level, then analysis the relationship between the main factor and secondary factors, establish evaluation index system about overall risk level for an industrial park. Then, account the weight between the main factor and secondary factors by ANP (The Analytic Network Process). And comparative the indicators' weight gained by ANP & AHP (Analytical Hierarchy Process). Next, Evaluation the overall risk level for Dalian Economic and Technological Development Area, give the level of overall risk and the control measures about the overall risk level for Dalian Economic and Technological Development Area. Finally, elicit the conclusions, innovation and the lack of the paper, then give the prospects for future research.Hope that through the research of this paper the industrial parks' planners and managers can understand the overall risk level for an industrial park better, improve their risk situations. advance the Emergency response capability, and accelerate the sustained, healthy and stable development of industrial park.
