In this case, the habitation environment gets advanced so as to provide the possibility for building the livability city. At the advanced stage,"harmonious development between people and nature"becomes the main-stream ideology. People attach more importance to the living surrounding and attempt to solve these problems blocking the city's development according to their practical economic situation.Zhuhai, one of seashore city in the southern part of China, wins"Best International Example in improving living environment."for its graceful environment. Zhuhai city has the advantage of developing livability urban. Besides its nice natural environment, during the past 20 year development of Zhuhai, more attentions are attached to protect the environment. With the high standard in the city design and construct and management and taking a good advantage of local natural landscape, Zhuhai has the high possibility to become one of the livability citiesBased on the purpose of developing the livability city and the experience of foreign country's livability cities as well as the theory of livability, this thesis includes the review of the last development of Zhuhai since the implement of open-door policy, and discuss the stratagems of how to maintain and develop the livability in Zhuhai taking into account of the local natural environment and economic condition, meanwhile propose some suggestion and advice on the security system of Zhuhai. Cities are the public goods. Under the situation of market mechanism, with the complement of tactic of city livability, the living cost and productive cost in Zhuhai city is becoming more and more high. Adding to the exclusiveness of market, as a result, the weak group can not any more enjoy and experience the benefit of construction of city livability but be kicked out from the cities where they have lived for long time. Concerning this problem, it is also tentatively analyzed in the study.
