A Study On The R&D Performance Appraisal Of Wuhan

The research and development (R&D) activities are one of the important parts of a country or a region's S&T development. It is indicated that the level of R&D activities plays an essential role to the economy competition of a country or a region. The reason of the governmental involvement in R&D activities is the market failure caused by the R&D spill over effects and risks. On the other hand, the key function of government should be given enough attention, which is to clarify the ambit and coordinative relation between government and market in R&D activities. Moreover, not only will the government fully exert the essential function of market in source collocation of R&D, but also offset market deficiency and mend market failure.At the beginning, this paper introduces the theories of the R&D performance appraisal and the function of local government. Accordingly, under the notion of the method of AHP, the R&D performance appraisal index system of local government will be established. Next, the paper adopts statistic and econometric method to make a positive study of Wuhan. The aim of this research is to seek the advantages and disadvantages for making R&D policy improvement by means of comparing Wuhan with Beijing, Shanghai, Tianjin and Chongqing. The detailed measures are as follows: to set up the strategy of independent innovation, to establish and perfect system of R&D funds input, to ensure the sufficient talented persons supply, to perfect withdrawal mechanism of the risk capital and to protect intellectual property right.
