Synthetic Evaluation On Running Performance Of Gansu Province Water User Association

At present, China's irrigation efficiency is very low, the majority of farmland are irrigated with broad irrigation.In addition, because of low-quality irrigation works and disrepairing,leakage is very serious. At the same time, lacking incentive mechanism in China's water management system, weakness of advanced measurement facilities and water-saving irrigation techniques, inefficiency on water distribution and using ,makes waste in the use of irrigation water.To solve the increasingly serious problem ,the central government has been transforming in the loan projects'areas of World Bank. The establishment of a legal status of economic entities - Water User Association, the establishment of the water supply and management system and the market mechanism, made users directly involve in the irrigation management and pay for water fees. In accordance with the requirements of the market economic system, users make their own decisions for independent accounting and economic self-sufficiency.In this paper, using the method of investigation and research, qualitative and quantitative analysis , empirical and normative analysis , we evaluate the running performance of Gansu's Water User Associations, and put forward a series of policy proposals.In this thesis, main structure is divided into six chapters.The first chapter describes the current situation of irrigation areas in China and Gansu Province.The second chapter illuminates on the theoretical basis of WUA's building and running.On the basis of "DFID's evaluation indicators on Water User Association " Chapter III establishs"Evaluation Index System"on Gansu Water User Associations'operation performance, and uses AHP to identify twelve evaluation index weights. On the foundation of reserving the majority of information ,Chapter IV applies Factor Analysis to deal with the original evaluation indicators,and further analyses ,interprets and names common factors.In accordance with analysis of chapter III and IV, Chapter 5 uses Cluster Analysis to classify 30 Associations .On the basis of six perspectives ,(ie: six common factors), Chapter 5 describes and analyses Gansu WUA's overall operating performance,and lay the foundation for Chapter VI to find out WUA's running problems and put forward policy recommendations.
