Water is essential and irreplaceable natural resources for socio-economic development and human life, which is the most active and widespread, profound key element in social environment. In new stage to advocate opening up in China, water shortage problem is becoming an obstacle restricting economic development. In general, the way to solve water shortage needs capital, technology investment, and a good institutional arrangement, in the context of shortage capital, institutional innovation is the only way to solve the problem.In this trend, from 20th century 80's, there existing a reform wave of powers and responsibilities in irrigation systems transferred from government to farmers associations and private organizations, designed to reduce the financial burden, improve water use efficiency. Water user participation in irrigation management, which is gradually becoming an effective measure taken by governments to solve water shortage problem. The main contents of participation in irrigation is constructing WUAs, after years of practice, WUA played a prominent role in saving water, reducing water disputes and other issues. This idea of this thesis is to make performance evaluation for 35 WUAs in Minle County using fuzzy comprehensive evaluation, and making policy recommendations.The first chapter is the introduction, the thesis introduces the research background, research approach, the purpose and meaning, along with technical line; second chapter described the successful experience of the foreign participation in irrigation management, the background of introducing new systems and the existing problems faced in China. Chapter III constructs the evaluation index system for performance evaluation of WUA, index system includes four rule hierarchy of organizations, project status and maintenance, water management and economic benefits, four rule hierarchy includes sub-15 index, the thesis explained the meaning of indicators, and highlighted the principles of fuzzy comprehensive evaluation and the basic steps. In determining the weight issue, choosing AHP and entropy method to determine the weight, and then take the weight sum method to unify, after determining integrated weight, according to the requirements of evaluation model, determining each grade standard threshold value of the five evaluation grades; Chapter IV select 35 WUAs in Minle County as the subjects, combined with evaluation index system and fuzzy comprehensive evaluation model, evaluate the performance evaluation rating based on the principle of maximum membership of 35 WUAs, analyzing the results, making interpretations of Participatory irrigation problems faced in China; Chapter V summarizes the conclusions of this study, make relevant policy recommendations, pointing out the possible innovations and shortcomings of this thesis, putting forward a point of research prospect.
