The Research Of Medical Insurance Reform For Urban Workers In Shanxi Province

Social medical insurance is a social insurance system that a state or a society ,according to the certain laws and regulations, establishes to provide basic medical requirement ensurance in ensurance limits for workers when they suffer from an illness.Chinese medical insurance newly established existed some limitations.It mainly resolve urban workers' labor medicare system problem and cadres and staves' medicare at public expense in state offices.However,it doesn't consider well the medical insurance for peasants and urban unemployed workers.This paper mainly study medical insurance system for urban workers.Firstly,writer reviewed the history of medical insurance system and the present situation by analysing the literature to find the present medical insurance defects and the difficulties in the reform.Next,this paper mainly study the medical insurance's developing and reforming for urban workers in Shanxi Province.Writer made a systematic investigation to the basic situation of medical insurance reform for urban workers in some cities,counties and towns in Shanxi Province.At the same time,writer also analysed the causes of medical insurance reform in Shanxi Province.Writer used some foreign countries'models of medical insurance refom ,such as German and American reform experience and comparatively develop into their achievements and limitations.writer raised some enlightenments on the medical insurance reform in China.Lastly,on basis of analysing the basic situation of medical insurance reform in Shanxi Province,writer also raised some enlightenments on the medical insurance reform for Shanxi Province.These enlightenments contain three aspects: the design of medical insurance system,the combination model of planning as a whole and personal account and the combination of basic medical insurance and supplementary medical insurance.In a word,the medical insurance system in Shanxi Province is still not improved well at present.There mainly are two causes.On the one hand,in China,the relevant laws and regulations of medical insurance have not improved so well yet that cannot provide good law ensurance for medical insurance.On the other hand,the economy has been not developed well in Shanxi Province.Besides,the structure of industry is single and Shanxi province is base of energy resources and heavy industry.These impact the medical insurance reform and the present basic medical insurance cannot satisfy people's more medical demands.
