Based on the value of balance equity and efficiency, give some suggestions to the current problems. For the high-fluidity of Farmer-turned Workers but the low-level of social pooling, to make part of the fund of the social pooling transferred and give the project to link up the different patterns of the system, so as to deal with the localism. To carry out a separate statistic of the average salary of the Farmer-turned Workers, deal with the problem of the current social average salary is much more than the Farmer-turned Workers' which makes the payment to the pension insurance become a burden to them. At last, give some suggestions to other correlative problems, such as the policy for the special type of work, the relations of soil-pension and social-pension.
