In recent years,with the acceleration of urbanization process,the contradictions arising from the transformation of old cities,the demolition resettlement,urban planning ect.increase year by year,while the adverse incidents arising from the contradictions of demolition occurred one after another,and the contradictions of demolition interests became competitiver which affected the stability of social seriously.As the disputes and contradictions of demolition hasn't been resolved fundamentally,the demolition became the most difficult and controversial part of Urban renewal."The difficult of demolition" made the government in a embarrassing position.Facing the grim situation,we must find out the root cause of demolition contradictions and the way of resolving this disputes for the peaceful and stable environment of the creation of city.The problem of urban demolition,relating to legal, government functions,public interests,public rights in many areas,is not simple urban construction conflicts and disputes,which is the economic problems in the construction and development of urban and even is very sensitive and difficult social problems. While the government continue exploring in the new model to improve the demolition, the community is also calling for the demolition of the birth of a new model.The government in Xihu district of Liaoning province Benxi city insisted on institutional innovation and invented a new mode of demolition policy,which achieve the goal of harmonious demolition.Although this policy has achieved a good effect,the original non-perfect design needs for a good summary both in theory and in practice.In this paper,I select the appointment type of demolition policy analysis as the topic of my paper,and I hope improve the systematic,scientific and normative of the policy through further research.The significance of the topic of this paper:contribute to the implementation of ruling objectives of people-centered,and promote social stability and harmony;help to explore innovative models of local government system;contribute to provide new ideas and new strategies for the demolition of urban transformation,especially the demolition of squatter settlements.The focus of study in this paper is the research of the reservation type of demilition policy,taking squatter settlements in Benxi City,Liaoning Province Xihu District as an example,from national laws,government policies,three aspects of social reality,using of social interaction and modern conflicts,stakeholders,the scientific concept of development and a harmonious socialist society a number of theories,adopting normative analysis,theory and practice,comparative analysis approach,trying to provide some theoretical and practical significance of thinking of operation and reform for "hard demolition" of the reality of policy issues.This paper made up of following four parts:The first part summarized the reservation-style demolition policy,analysised the background,design and content of the reservation-style demolition policy.Demolition policy is an appointment-style city in the country and the process of repair of dangerous buildings,Benxi City,Liaoning Province in the Lake District,the practice of transformation of squatter settlements arising.Papers on policy analysis from the core of the design concept,the policy environment,policy and policy based on the characteristics of the four focus areas.From the policy principles,policies,procedures and policies form three aspects of policy analysis carried out.Reservation-type demolition policy principles:relevance and operational principles;government-led,the principle of citizen participation;people-oriented,concerned about the livelihood of the people,the principle of building a harmonious;in accordance with the law,the principle of fairness and justice.Reservation-type form of the demolition policy is:"an appointment in the first place,in the post-demolition","an appointment,a relocation,a building,a move-back." Procedures for appointment-style demolition policy is divided into preparation,appointment,removal,four stages of the move-back.The second part mainly analyzed demolition of the reservation policy options from the main policy,policy issues,policy objectives,policies,programs,policy appraisal and policy aspects of participation in six-respects,through the removal from the reservation type of policy options and policy aspects of the evolution of the two,the formulation of policy analysis.And described the process of policy evolutionThe third part mainly analysised the effect of the implementation of the policy from the perspective of top-down and bottom-up.In the process of implement apppointment-style demolition,the local government is responsible for the demolition-style policy's making,and district offices and community-based organizations and other basic units responsible for specific implementation.From superior to lower,the well-planning,design,organization and implementation ensured that the policy has achieved the desired results.Units to higher-level policies to be implemented to the letter,a positive response from the masses to achieve the objectives of the policy design.In the implementation of the policy process,the Government attaches great importance to the role of grass-roots units,as well as support the participation of the masses.It is precisely because of the units as the executing agency and the interaction between the masses,only to ensure the effectiveness of the policy.The fourth part mainly analysised the effect of reservation-style demolition polic, expounded the standards of measure,policies and problems.The effect of policy is the important indicator for measuring a policy whether good or not.Analysising the effect of reservation-style demolition policy,I measeured from three motheds as effectiveness, efficiency and effect.From the standard of the effect,the implementation of the policy got the desired effect that "fast-demolition,demolition harmony".From the standard of efficiency,reservation-style demolition policy achieved a high efficiency.From the standard of the effects,firstly,the appointment-type policies are conducive to the demolition of the liberation and development of productive forces and achieved social stability and harmony,has accelerated the pace of transformation of squatter settlements, accelerated urbanization process and the improvement of urban environment and improved the people's living standards and promote the city's rapid economic and social development of the location of shanty towns and the development of the liberation of productive forces has played a great role;Secondly,The implementation of the reservation policy of the demolition-style improved the standards of fairness of our government,and raised rapidly the satisfaction of masses to the Government;Thirdly, the implementation of the reservation-style demolition policy benefited the squatters, formed a strong reaction in the community,reccepted deeeply by the masses,reflected the superiority of the socialist system,and enhanced the trust and rely on of people to the Party and government,and enhance determination that accelerating the building of a well-off society and building a harmonious socialist society.At this stage,restricted by the objective conditions,the implementation of the policy is still faced with many difficulties.Mainly reflected in four aspects:the operational level of difficulty,the demolition of the city have a certain impact on the business,policy limitations and legal aspects of the constraints.Through the analysis of the appointment-style demolition policy,changed the perspective and re-examined the issue of demolition,it is not difficult to see that the reasons of "hard demolition",except the problem of compensation standards,as well as the problems of working methods and methodological issues. With the deepening of the practice of demolition,reservation-style demolition policy for transformation of squatter settlements will continue to be enriched and developed.Through the process of continuous improvement,bring it to a standardized and more practical,reaches the drawing and guiding significance for demolition of urban housing and collective land and housing demolition.
