ProjectWith the deepening development of the economic system,in the face of fierce market competition,enterprises not only to build the project the customer satisfaction of products,enterprises also must ensure a reasonable profit,to maximize economic benefits,in order to encourage enterprises to sustainable development.In such cases, the cost of the entire process of project management has become the enterprise market initiative and the basis of competitive advantage;it is an important component of modern project management and also is a key to determine expense results of the project.In this paper,combined with engineering practice,in view of the status of project cost management,the construction enterprise cost of the whole process of project management conducted an in-depth analysis and discussion and put forward the need to strengthen project cost control attention and recommendations.Dalian Petrochemical Company imported sour crude oil processing technology works 20×104Nm3/h hydrogen production plant by Luoyang Petrochemical Engineering Company responsible for the design,construction of the North China Petroleum Jilin Company organized by the Department of Dalian construction projects.And the Dalian Petrochemical Company project is to optimize product structure,improve product quality,and increase cost-effectiveness of key projects. Furnace is one of hydrogen into the core of the device.The furnace is by far Asia's largest hydrogen into the furnace.In accordance with the cost of the project management practice,this article studied in depth and detailed the entire process of project cost management problems,and the corresponding solution.In the project cost management,there are three more serious problems.First,the cost management objective is missing or unscientific.At present the majority of the cost management of construction enterprises is still limited to a narrow sense to reduce the cost of it,and it has yet to form a good science system cost targets.Some enterprises do not even have the target costs,enterprises are profit or loss,only after the project accounts.All the lack of organic links between departments,which easily lead to a single individual the responsibility of one-sided pursuit of goals,while ignoring and undermining the overall project objectives.The second,the level of cost control is low or bad effects.The adoption of modern management methods for cost analysis is lack.And it can't find out the impact of the cost of the main issues and take appropriate countermeasures.Dynamic management of cost control is bad.Cost control have not kept pace with the cost of the period took place;it often lags behind the occurrence of the cost.And the project "cost of quality" and "progress cost" management and control is often neglected.Third,the project is not an accurate cost accounting,cost analysis of irrational. Problem of cost accounting is that budget has not put a good cost estimate,budget and cost accounting combined unified.Because there is no sub-component cost analysis, there are no actual cost estimates and plans of the cost comparison,so it can not play a good guiding role in the construction project.Traditional cost management focus mainly on the issue of the construction cost of control,that is,to limit the scope of cost control on raw materials and labor costs for expenses,other than the fact,apart from cost control,cost management also includes the cost of the scheme,costing,and cost analysis.Upon completion,the project clearing price is not timely,the project budget behind,to start no budget,no final completion,the works carried out for many years have not been accounted,these phenomena have a serious impact on the final closing of the project.According to the above three questions of Project Cost Management,the article through the introduction of the whole process of project cost management concepts and models,and application engineering example,form the entire process of construction of the project cost management system,it has resolved the goal of project cost management issues,control issues and accounting issues.The whole process of project cost management including:project preparation phase of the cost management,project implementation phase of the project cost management and the cost of the completion of stage management.Project cost management job from the beginning to the end of the project always runs through the whole process of projectFirst of all,the cost of the project preparation process management refers to the bidding process and construction of the project preparation process the cost of management activities,which include project resource planning,project estimates and project budget,these three projects through the process of preparation of cost management,in order to further The project has laid a solid foundation to develop a plan for the project cost and the profit goal for the project specified in the direction of cost management.Project cost estimates is a development of the project cost plan and project cost control management.Project cost estimates for project cost control is the foundation,is the key to the success of the project,which is estimated at cost basis. Therefore,it is often referred to as deviation analysis.Earned Value is estimated by comparing costs and actual costs and planned costs,to get the project schedule and cost deviations,and adjusts the bias to achieve the project objectives of the progress and budget.Thus it is unique to the budget and costs to measure the progress of the project.Earned value method is more popular method of project cost management.Project Cost Management is not a person's management,nor is the management of heads of departments,but under the leadership of project manager,project management of the overall participation of everyone. The establishment of project cost management team set up the whole process of cost management system,to be responsible for unified management of the project cost, and regularly to plan,implement,control,inspection,rectification,etc.,so that the management of the project cost can be into the people heart.The development of reward and punishment provisions of project cost management can mobilize all project-related staff to increase their awareness of the cost of management,and achieving full active participation in project cost management.Cost and progress of the cost,quality,security,project construction costs are the key control objectives,in particular,competition in the business more competitive market environment,"safety,and quality excellent,the progress of fast, high-efficiency" has become the pursuit of the project construction objectives. Practice shows that only grasp and handle dialectical relationship between the safety, quality,progress and costs of the project,solving problems and take effective system of project management,engineering,construction projects can proceed smoothly.Project cost management of Project Acceptance including three aspects:First cost accounting and analysis;second is the completion of billing and auditing;third, claims management projects.Project Acceptance cost management is the final basis for approval the project cost,also it is the basis for approval final clearing and the project cost-effective results.Therefore,it is to control the cost of the project the final clearance.The cost of the entire process of project management is an important aspect of project management and the basis management work of the construction company.In the current increasingly competitive market,it must study the project cost management of Construction enterprises in-depth,thereby enhancing their market competitiveness,and promote sustainable development of enterprises.In this paper,by means of Dalian Petrochemical hydrogen production plant reforming furnace refractory project cost management practice,described in detail in the project cost management problems,as well as the cost of the entire process of project management,content,methods and applications.By means of managing the entire process cost project management,establishing processes to strengthen the project cost control,improve and standardize the internal management of the project, to seize a key link in cost management,reduce costs and reasonable cost,but also expanded the project income,which maximize the economic benefits of the project. The entire process of project cost management system is in line with the actual situation of enterprises and requirements of development.It strengthens the core competitiveness of enterprises,greatly arouse the people's initiative and achieve the cost control objectives for rationalization and maximization.To develop and implement the whole process of cost management system,the project will bring good economic enterprises and management effectiveness.
