The Government Behavior Research On Urban Development In The Transitional Period

City is an essential carrier of the development of modern society. The competition between countries, districts is increasingly reflected by the cities' competition, while government behavior is the important driving force of cities' development. At present, our country is in a special period of institutional transformation, which means, many new situations and new problems that come from the gradually established market economy, as well as the rapidly developing city force the government to transfer its functions, and adjust its behavior continuously in order to fulfill the actual needs required by the market mechanism and urban development.Based on the conclusion of related theory and research at home and abroad, firstly, this article defines the connotation of urban development and points out that urban development is closely correlated with industrialized process according to the view of the driving power of city's development. Secondly, combined with the features of this particular period, this paper analysis why government's functions need to changed during the cities' developing period. And then, the paper proposes the transition of the role of the government and the way the government should act during the period. Thirdly, based on case study and theory research, as well as the established of analytic frame, this paper discusses the actions and function of the government of the "Hangzhou Model" systematically. Finally, according to the case analysis, this paper proposes a discussion of how to optimize the government behavior in this special period.Firstly, this paper analysis whether it's reasonable or not that government behavior intervene the city's development scientifically. Secondly, this paper proposed a scientific way that how can government behavior "effectively intervene" the development of the city on the transitional period. Finally, this paper established a frame to analysis the city's government behavior. Through the cases, this paper analysis the government action's roles and functions on this period systematically.
