Urban-rural dual economic structure, economic development in developing countries encounter in the course of a common phenomenon. In our current building of a harmonious society and building a new socialist countryside the situation, urban and rural areas "dual economy" to be objective imbalances restricting China's economic development problems, has seriously affected the social, economic, economic coordination, balance, stability and development. In accordance with the requirements of the scientific concept of development, it is necessary to achieve coordinated and healthy development of the economy, urban and rural areas must be addressed "dual economy" imbalances, the establishment of a new growth mechanism of the income of the farmers, the establishment of a new supply of public goods in rural areas of the system, the development of the rural economy and increasing income of the farmers, to narrow the gap between urban and rural areas.In this paper, the theory of public finance and support the theory of the dual economy, the analysis of urban and rural development in China is currently facing major problems and their causes, through the introduction of the dual economy dual contrast factor and the concept of contrast coefficient on China's urban-rural economic measure of the degree. Through the creation of econometric models, using empirical methods to further widen the gap between town and an analysis of reality. In the economic development of China's urban and rural areas based on the analysis of the status quo, drawing on the advanced experience of foreign developed countries, put forward under the framework of public finances to promote the coordinated development of urban and rural areas of the package of countermeasures and proposals. The coordinated development of urban and rural areas through the establishment of new mechanisms, continued to deepen rural reform, increase the input of public finance to speed up the construction of agricultural industrialization, as well as the implementation of related measures to effectively increase their income, reduce the urban-rural gap and building a comprehensive well-off society and the new rural areas, promote the coordinated development of urban and rural socio-economic.
