On the background of fierce competition and the phenomenon of employees' turnover, this thesis will analyze and counter measures with relevant theories such as the Mobley's Model, Psychological Contract Theory and Organizational Commitment, which starts from the management manual and individual interviews.Firstly, it outlines the relevant theories of employees' turnover. Secondly, it gives an introduction about the current situation and analyzes the effect on the training agencies. Thirdly, the thesis conducts a comprehensive analysis of the turnover and gives advice by its conclusions. The main points of the conclusion are in what follows:The positive effect of the employees' turnover could be the improvement of the organizational performance. The negative effect could be the increase the personnel costs, destruction of the enterprise cohesion, the loss of customers and the disclosure of the commercial secrets.From the personnel side, being lack of responsibility and contribution is the reason of the turnover. And from the enterprise's side, the reasons include: being lack of job reanalysis at the recruit stage, being short of training of organizational value at the training stage, the unknown ness and too many human factors in the assessment criteria, misusing the result of appraisals at the evaluation stage and the inflexible pay system at the remuneration management stage. From the staff-organization side, the reason is the shortness of organizational commitment, in terms of affective commitment and normative Commitment.The advice is to emphasis on bringing up the responsibility and contribution value in principle; to analyze the staff-enterprise matching in recruitment; to do career planning before training; to evaluate staff workers based on the analyze of their performance; to build up channels for both promotion and demotion; to take flexible salary polices and to Shape the spirit of pursuit of high-performance organization. By putting staffs in satisfaction of fine performance and harmonious working relationship , a decline of the turnover will be finally seen.
