The Research Of Provincial-level Grain Reserves Management Information Construction

In the information age, the development and integration of information technology and enterprise management continuously improve the competitiveness of enterprises. Enterprise Information construction is an important component of the national information construction. In the 1980s, Comrade Deng Xiaoping put forward the concept of developing information resources and serving for four modernizations construction. In the 1990s, Comrade Jiang Zemin stressed that None of the four modernizations can be separable from information construction. Fifth Plenary Session of the 14th Party Central Committee clearly put forward the strategic task of speeding up the process of the national information construction. The 15th National Party Congress stressed the importance of promoting the national economy information level and made the long-term goals for 2010 that by the year 2010 we should significantly raise the information level of the national economy. So, with the integration of information technology and the continuous development of information networks, informatization is current development trend of the world economic and social development.With the popularization of information technology, Jiangsu, Shanghai, Shandong, Jiangsu, Shanxi, Jiangxi, Ningxia and other provincial-level grain reserves management department have been aware of the importance and urgency of information construction. So they make the plan of constructing the provincial-level grain reserves management office and the provincial-level grain reserves management information system to improve the grain reserves management level. Through real-time supervising and analysis the provincial-level grain reserves department act of purchasing, selling, transferring, depositing dynamically, we could guarantee security storage of food, call at any time. So we can improve food security in response to anti-risk capability and the governments' macroeconomic control level. And information technology can improve their competitiveness. However, as China's informatization construction of grain industry lags far behind that of other sectors, especially the provincial-level grain reserves management information construction is still in its inftial stage. Up to now, whether the scientific research units of food services or the management departments of provincial-level grain reserves, there is neither successful implementation experience nor the research results of provincial-level grain reserves information construction. So how to construct provincial-level grain reserves information system is an important issue for us.This paper intends to study the influencing factors and the crucial point of enterprise information construction, and explore how to use of information technology efficiently to promote the management of innovation and change, program the information construction of provincial-level grain reserves rationally, and improve the implementation success rate of provincial-level grain reserves management information construction.
