Entering the 21st century, the age of knowledge-based economy is coming, .In this new historical period, the human resource will become the key factor for existence and development of enterprise ,and it is taken more seriously for the enterprise. However , along with the economy globalization, the competition of the enterprise comprehensive strength often displays for talented person's competition. In the violent market competition, the talented person is mainstay to support large building of business .it is the force of promoting the enterprise's development ,it will be enterprise's future; The market competition, in the final analysis, is the competition for having professional personnel. How to detain the key person and the core staff, stimulate talented person's potential, achieve talented person's individual goal and the organization goal reasonable unification, will become the key factor to win in the future ..The enterprise must elect and detain the talented person . enterprise which keeps the enough high quality personnel , holds the abundant human resources will be alive and developed., in the intense market competition environment . The enterprise staff's outflow already became the quite universal phenomenon, specially for Oil enterprise , outflow population multi-speeds quick, much influence, aroused the attention of the head of the enterprise interest more and more.This article begins with solving influencing factor of outflow of the North China oil field enterprise , From Oil play's background, the research goal and the significance , I have read much literature material, widely collected the correlation theories, I generally analysis predecessor's research results, have laid the solid rationale for the influencing factor. In this article elaborated the North China oil field enterprise talented person present situation and the characteristic, Using the way of visiting the man and the group, I found that the determination influence oil field enterprise fundamental factors are the enterprise development scene, the organization culture, the management level,,the leader level, the promotion opportunity, the work atmosphere, the wage level ,the welfare treatment, the interpersonal relationship, fairness and so on. using questionnaire survey's form, confirming the fundamental factor, analysis the method finally, then select the major effect factors, they are the enterprise development scene, the organization culture, the promotion opportunity, the wage level, fairness, and analysis the key factors. finally, I Summarizes the main conclusion and the insufficiency .draw out the simple application countermeasure, elaborate forecast .for the future with study. the innovation of this article is that it has used the method of incident cross-correlation evaluation method, analysis each kind of influencing factor to carry on the relatedness, has provided the factor analysis mentality for the Oil human resources management.
