| With the rapid development of urbanization, there are a large amount of land-expropriated peasants. It is reasonable and lawful for the land-expropriated peasants to get proper compensation. But, in reality, they have not yet got the basic security. The land-expropriated peasants not only suffer a great loss during the land-expropriation, but also meet with such a series of social problems as employment,medical treatment,housing,retirement and so on. And the lack of the institution of the social security will greatly weaken its sustainable development. This thesis analyses the land-expropriated peasants' problems which are not caused by the peasants themselves. These problems, caused by the passive expropriation of land on the guidance of government, are the results of the transformation of social economic structure and are unlikely to be solved by the exertion of the peasants themselves. Therefore, it is the government that should take the responsibility to play a key role in the establishment of the institution of the social security for the land-expropriated peasants. This thesis begins with the loss of the land-expropriated peasants' interests, focuses on discussing the institution and the conduct of government, points out the importance and urgency of solving the security problem of land-expropriated peasants, and puts forward the corresponding solutions to the institution innovation and the limitation of the rights and the government's accountability.This thesis consists of 7 chapters. The first chapter—introduction, is about the background,significance and methods of research, and talks about the problems and the main ideas. The second chapter, on theories, discusses the categories and the corresponding theories of the social security, preparing for the discussion of the rest parts. The third chapter is a brief account of the peasants' land-expropriation and its causes, focusing on discussing the causes of the loss of the land-expropriated peasants' interests and the present situation of the social security. Then it expounds the importance and the urgency of solving the social security problems of the land-expropriated peasants from the following three points: the establishment of harmonious society, the build of new socialist countryside and the development of urbanization. The fourth chapter, analyses the main restrictions on the establishment of the social security of the land-expropriated peasants on the basis of discussion about the legacy of history, the shortcomings of the present policies, the limitation from society and culture, the factors of the land-expropriated peasants themselves and so on. The fifth chapter, probes into the experience and the enlightenment from foreign countries on solving the land-expropriated peasants' problems according to our national conditions. The sixth chapter, puts forward some effective solutions to the problems of the social security of the land-expropriated peasants form the establishment of institution, the conduct of government and so on. The last chapter is the conclusion. |
