Study On Financial Support For Rural Social Endowment Insurance

Setting up the rural social endowment insurance and making sure all fanners have endowment is the unshirkable responsibility of the government, and it also meets the need of safeguarding the stability and unity of society. At present rural social endowment insurance system has been not set up in country sides in China. The main reason is having limitation in system design and lacking fund.All along, the government only gives "Policy support" to raise the rural social endowment insurance fund, rather than undertake the direct investment responsibility, and this procedure has brought a series of problems. As one of the important means to ensure that the rural society members meet the basic living needs, rural social endowment insurance should receive government support, particularly strong financial support. Supporting rural social endowment insurance is the requirement of public financial function. A number of domestic and international experience indicate that the government financial support is the key of building up the rural social endowment insurance system successfully.At present, China's industrialization and urbanization is developing swiftly, economic and social development has entered a new stage by way of industry nurturing agriculture and urban leading rural areas. In respect of industry nurturing agriculture policy, it should focus on adjusting the distribution pattern of public finances, increasing the intensity of the agriculture financial support, and gradually cover the entire rural areas.Although the majority of domestic scholars has reached the consensus that government has the obligation to undertake the financial support for rural social endowment insurance, there is still lack of detailed empirical research to define the responsibility of government, and so on. Therefore integrating theory with practice, to study and explore how to apply fiscal policy correctly and promote the settle of Chinese farmers' pension problem, no doubt has a very important practical significance.This paper take Jiangsu province as example, mainly study the necessity, feasibility, financial assistance capability and growth trends of financial support on rural endowment insurance, also explore the effective mechanism which suits our national conditions for financial support of rural endowment insurance, so as to establish and develop comprehensive rural social endowment insurance system in China.This paper is arranged as following chapters.Chapter 1 Clear illustration on the necessity of financial support for rural social endowment insurance and analyzes some theories on rural social endowment insurance, it includes,markets failure theory, public goods theory and external effect theory mainly.Chapter 2 Introduce the history background of China's rural social endowment insurance from 3 different stages respectively, and analyzes existing problems and some institutional factors which hinder the developing.Chapter 3 Introduce the pension systems and the function of land and national finance in some typical countries: i.e. Germany,France and Japan. Made some conclusions from the comparison.Chapter 4 Take Jiangsu Province as an example, analyzes the main economy index, the payment capacity of peasants and financial support capacity and then draws out the conclusions that Jiangsu Province has the economic conditions to establish the rural social endowment insurance in the whole countryside. Secondly the chapter analyzes the financial support capacity, and get the growth tendency of financial support capacity by a simple calculation, and then draws out the conclusions that government has the ability to support the project in the whole countryside. In view of the growth tendency , the proportion of financial assistance of rural social endowment insurance in fiscal revenue will be gradually reduced.Chapter 5 Research conclusion and measures...
