Study On Government Financial Support In The New Pension System In Rural Of Hebei Province

From the historical point of view the development of old-age insurance system, governments in the system can’t be directly responsible for bear. China multi-layer social security system, different projects, government are bound to the division of responsibilities between the corresponding changes. In recent years, throughout the rural social endowment insurance system in the pilot, based on the September1,2009,the State Council issued the "State Council regarding the development of new rural social endowment insurance pilot guidance"(hereinafter referred to as "guidance"), right China’s rural social endowment insurance system from basic principles, the insured scope, fund-raising and organizational management, and standardizing China’s rural social endowment insurance system for the implementation of important documents. In the construction of new old-aged insurance system in China, the key is to clearly define the responsibility of the government. While a clear responsibility of the Government should also clarify the responsibility of the central government and local government.Through study on the guidance and the pilot cities in Hebei Province, we found that the responsibility of central government (especially the financial responsibility) is relatively clear, but the responsibilities of different levels local government seems rather vague in the new rural social endowment insurance system. At the same time, the design of this insurance system itself has some unreasonable factors which gives the new rural social endowment insurance system in Hebei Province as well as our country to being the smooth implementation of the a certain degree of difficultyBased on the focus on these issues, we carried out a detailed analysis on the new rural social endowment insurance system in the pilot cities of Hebei Province and found out the impact of the unreasonable factors in sustainable development; we conducted an objective evaluation on different levels of local government financial support for the new rural social endowment insurance system; we also estimated the financial burden based on the survey of14pilot cities in Hebei Province.We proposed a series of policy recommendations through the research, including the following three recommendations:reform the way of contribution about basic pension; place the financial responsibility of all levels of government explicitly; continue to improve policies and measures for the new rural social endowment insurance system.Looking forward to further clarify the financial support responsibility of government, transform our government functions and establish a rational perfect covering the whole country the new rural social endowment insurance system...
