| To cherish and give a rational use to the land as well as to give a true protection to the cultivated land are seen as a basic principle of land use in the country. By the end of 2008,the appropriation of farmland for highways has been to 3000000 mu with a total length of 60300 km. Faced with the length of 85000km of highways and the area of 1800000000 mu of the cultivated land, it's of great practical significance to research how to utilizing cultivated land resources economically and intensively to realize the development of highways.Firstly, the paper introduces the definition, classification, function and characteristic of the highways, then it describes the scope of the land appropriation and the elements for the highways in this study area according to different standards.Secondly, according to the current situation, the characteristic and the development trend of the appropriation of land for highways, this paper summarizes the relevant policies concerning the economically and intensively utilization of cultivated land resources for the highways, and explores the connotation and elementary theory of the land economically and intensively utilization.Finally, by case studying for the economically and intensively utilization of land in the building of highway, the Jiangdu-Liuhe highway was studied based on the economically and intensively utilization system in different links for the highway building, which was built by screening out the factors related to the economically and intensively utilization of land.Through this research, the paper concludes as followings:As the important infrastructure of the national modernization, we should make great efforts to delop the highway building. Although, it was imperative to take into consideration the basic features of the Chinese environment, that is, the vast scale of the country, its weak foundation, its massive population and the low ratio of cultivated land, and this demonstrated the objective need to observe the principle of optimal utilization and conservation of land and try every engineering technology to reduce the appropriation of farmland. Therefore, it's necessary to consider the economically and intensively utilization of land as a mandatory principle in the specific construction projects of the highway.Based on the timing characteristics of the highway construction, we should construct the system for the economically utilization of land by choosing the fittest factor, giving a comprehensive considering to the construction cost and technology in every link of the highway construction, in order to realize the goal of a coordinated and sustained development of population, economy, society, resources and environment finally.Through the analysis of the economically utilization of land for the Jiangdu-Liuhe highway, we come to the conclusion that combining the characteristics on this project,it plays a very good effect in the respect of economically and intensively utilization of land by combining the characteristics on this project, by making the most of the old resources, lowing the embankment height and renovating the regulation structures of the ditch ,which maybe has reference meaning for the scheme comparing in the highway construction for the future. |
