Land resource not only is the essential material base of human being social production and life, but also is an ecosystem on which human being rely for existing. But unreasonable land exploitation and utilization that human being is engaged had brought about land resources contaminating and destroying. Resource shortage and environment protection have already become one of the world topic conversations. With Globalization Times arrival, one national environment problem possibly brings about a global disaster.At present, the national land resources condition is worthy for Angst. For example, continue worsening, land contaminates and the desertification of land, desert encroachment phenomenon happening unceasingly. The national land resource condition is not optimistic, with going down land quality worse land condition, and lots of land pollution accidents. On the other hand, low land utilization efficiency and serious waste of land aggravate land resource shortage, which hinder us to develop our economy. So we have to found series of legal system to improve the sustainable utilization of our land resources. That's why this thesis is written.By the analysis of current condition of land resources utilization, this thesis found that the cause of Land resources crisis is: Ignoring land resources'Ecosystem value. At the same time, it learns from foreign countries and draws on their successful experience in legislation. So, it makes some perfect suggestions for the legislation of our land resource utilization, to improve the sustainable utilization of our land resources.
