Research On Sustainable Utilization Of Land Resources Under New Situations

Along with the realization of the "3-5-8-10" four major goals ahead of schedule, Tianjin has marched forward into quick-development area in the country and its comprehensive power is obviously strengthened. Currently, the development of Tianjin is facing a major historical opportunity accompanying the implementation of a "3-Step" development strategy and incorporation of the reform and opening-up of Tianjin Binhai New Area into the national overall development strategic layout. Under the new situations of rapid economic development, it is the key issues and hard tasks of how to meet large requirements of land resources, improve eco-environment and provide grain food security. All these issues require us to analyze, research and seek some efficient measures.The paper discusses the countermeasures of sustainable utilization of land resources in Tianjin city. The basic research thought is to discuss basic theory of sustainable utilization of land resources on the base of summing up existing research results and then analyze the land utilization cases abroad and home. Under the guidance of the theoretical system, the paper reviews Tianjin land resources development and utilization in terms of natural, social and economic conditions, land resources features and existing conditions by using study method of documents, induction and statistics. Through researching, it finds some problems of land utilization and afterwards proposes some countermeasures and suggestions on sustainable utilization of Tianjin land resources from economic, ecological and social aspects.The main research results are as followings:1. Firstly, it analyzes the concepts of sustainable utilization of land resources, taking land as a key component of eco-system on the earth, fully realizing limitation of land resources and important significance to eco-system, and studying land utilization from keeping balance on eco-system, then directing human being's different activities to land resources.2. Then it finds main existing problems in Tianjin land utilization, including: The special layout of land utilization need be adjusted. Lower intensive land utilization is not benefit for sustainable utilization. The lack of construction land in urban and rural areas is more and more obvious. Land eco-environment and eco-protection need be strengthened.3. Lastly, it proposes some countermeasures in conclusion.●To Protect strictly cultivated land and farmlands according to equal stress on qualities and quantities.●To implement special control zoning to provide sufficient space for sustainable utilization.●To strengthen the adjustment and management of land to satisfy the need of construction land in the future.●To optimize land utilization structure and raise the efficiency of land utilization.●To enforce the construction of land eco-environment protection and accelerate land sustainable utilization by fully recognizing functions and values of land eco-environment.●To attach importance to protection of unused land and tap potentiality of reserving land.●To speed up the establishment of land management information system and promote the management process of information system.●To make supporting land utilization policies perfect.●To set up guarantee system in terms of regulations and laws.
