Technology and knowledge become more and more significant in economic development in 21st century. Knowledge-based economy gradually emerges. In the fierce international competition, talent and technology are key elements. Regional innovation capability is directly related to the level of regional competitiveness. The western region has rich natural resources, especially mineral resources. In China's geographical division, the western region is just the area with the function of furnishing resources. In the new-type industrialization Process, The western region encounters the problem how to turn advantage of the mineral resources into economic advantage with low environmental damage. Relying on innovation to improve the level of economic development has become an inevitable choice.This article reviews the past research on the regional innovation systems and innovation capability and introduces related theories. Then we build the evaluation index system from knowledge creation, technological innovation, innovation cooperation and transformation,innovation environment. Use principal component analysis to carry out quantitative analysis of the western region innovation capability. Based on The discovery of the advantages and disadvantages of the western provinces, the article makes relevant policy.Research shows that uneven allocation of resources lead to differences in regional innovation capacity. In general the western region can be divided into three gradients. ShanXi, Sichuan and Chongqing are the first gradient, they have a certain degree of competitive advantage in nationwide. Neimenggu, Guangxi, Xingjiang, Gansu, Yunnan are the second gradient. Guizhou, Ningxia and Qinghai are the last gradient. Regional innovation system of the western region is just in creation stage. The establishment of the various elements needs the strong support of the country. Shanxi, Sichuan and Chongqing should maintain R & D investment, strengthen the links between innovation departments, make full use of advantages in universities and research institutes, and enhance the cooperation level between the production, research and study. The second gradient should strengthen R & D input; develop cooperation and cross-border trade. The third gradient region should improve infrastructure level, characteristics and competitive industries, emphasis R&D and education, pay attention to the internal personnel training and develop flexible policies to attract talent.
