Along with the Western developed country's physical distribution industry development and mature, the domestic physical distribution industry become more and more mature from the 1990s.The harbor is regarded as the global synthesis transportation network's node and acting the more and more important role in the development of modern physical distribution, its function also expands continually. Especially since China has joined the World Trade Organization, the harbor's throughput increases dramatically year by year. This asks a higher request to the harbor function.The Tianjin Port regards as the first big man-power port in the north, who has a professional disperse grain's loading and unloading production line. Along with the harbor function continuouly promoted, specially since China joined into WTO, grain's imported and exported has a quick speed increases. The original production line already did not adapt to the harbor development, took advantage of the original flow and coupled with the actual situation of wharf, how to enhanced the storage ,loading and unloading become the remained unresolved question of Tianjin Port in grain.This article is aims at the present actual situation of Tianjin Port in disperse grain's loading and unloading, proposed that based on the original production flow and used the related knowledge of physical distribution system plan to made the original flow transformed and promoted and promotes the move out ability and memory function of this system. Through analyze the composite factor ,such as the situation of grain's import and export all around harbor and the wharf land use capability and so on, I proposed 3 kinds of feasible plans. Through the synthesis comparison to this 3 plans, this system transformation plan which this article studied had determined .This article narrated the related specification and organization arrangement of transformation, and compared the move out ability and memory property with it was untransformed by concrete numeral, reduced the ship's port time and increased the economic efficiency.On the one hand, through the implementation of this transformation plan, the use capability of wharf land was enhanced, the opportunity cost was reduced, the grain memory property and moves out ability was sharpened. and on the other, it also promoted the harbor's function, increased the competitive ability of Tianjin Port, promoted the harbor's image and played a important role in realized the goal of becoming the internationalization port. But along with the further development of grain trade, author also proposed several proposals of future development in disperse grain.
