Research On The Reengineering Optimization Of Some Scientific Research Process

Along with the reform and opening of our country and the increasing reform of economic system, the reform of technology especially the reform of scientific research departments was performing smoothly and calmly , displaying lively energy and vital force. During the tenth"five-year"developing time ,the reform work of our scientific research departments was performing across the broad, aiming to drive the scientific research departments to transform to enterprise system .Also we have gained good results and established the well-grounded basic for modernization by five years'efforts .This paper will introduce how to build a scientific research department management system fitting to the market economic ,with the present government scientific research management system and the operational mechanism of the scientific research departments and the informationization of the scientific research management as the base,then I will sue some suggestions to the scientific research management reform ,after studying the management methods and management flow optimization of this case fitting to market economy with the new management style and modern system .This paper contains five parts . In the first part ,I discussed our country's scientific research management history and the reform status , and then I reviewed scientific research management in planned economy and the explorations during the last twenty years in studying the scientific research management transformation to market model. In the second part, I expatiated on the basal theory of scientific research management ,containing the content , characters ,title ,study content and performance estimation methods of the scientific research management . Facing with the problems in front of us ,I analyzed the problems and the scientific research management flow of some scientific research management organization ,in the third and forth parts,and then optimized the flow using the ideas of flow rebuilding ,advancing the efficiency and multiplication of the scientific research management .Lastly ,I proposed suggestions to our country's scientific research management macroscopically and summed up the main works in this paper .
