In the current economy era of the information and knowledge, strategy and other non-financial factors affecting enterprises have increasingly become the driving force of future performance, competition intensifies the need for enterprises to strengthen their strategic management capacity-building. In such circumstance, a pressing need to assist in the organizaion of enterprise communication, and implementation strategies for measureing tool. Balance Scorecard for the emergence of enterprises provide important srategic management model. The main reason for BSC widely accepted is its ability to decrease the gap between strategy planning and strategy implementation, and can clarify strategy more efficieny in firm so that turn the strategy into the eve one's daily job. What is more, BSC can help the firm balance the relation between stort-term and long-term and further avoid myopia behavior.The first part of this article introduced the background and significance of this topic; besides, the application of Balanced Scorecard as well as the research methods and framework were both mentioned. The second part focused on the balanced scorecard and strategic management systems theory. The third part talked about how to achieve a strategic management by using the Balanced Scorecard and strategic management ideological infiltration in the Balanced Scorecard. The fourth part gave a simple introduction about the research object--- GH, and a diagnosis for the present situation of management was presented. Part V studied all stages of the implementation of the project examined by the Balanced Scorecard--- from the preparation phase to the design of the Balanced Scorecard, including strategic analysis, strategic plans, identification of the Balanced Scorecard index, foundation of the causation chain, establishment of long-term goal value and action programs, decomposition of the Balanced Scorecard, and Balanced Scorecard in embedding management system and so on, all of these had been studied in details. Part VI summed up the Balanced Scorecard practice in China and put forward corresponding recommendations.Through the conclusion of Balanced Scorecard theory and the research of enterprises practice, the innovations can be illustrated as follows: giving a summary analysis of the Balanced Scorecards and the strategic management systems; studying the whole process of Balanced Scorecard implementation of the project from design to application, summarizing the principles and essential steps the Balanced Scorecard should follow. There is a certain significance for those enterprises to learn from who intend to use the Balanced Scorecard.
