As the financial products and services is homogenizing, the competition among the commercial banks has become increasingly fierce, but the interest margin in the Chinese commercial banks are increasing. How long this status could be kept? Chinese commercial banks have basically their strategic planning, but how many of them can be superior to kinds of temptation and consistent with implementation of the strategy? There lies in many potential unsolved problem even budget management and performance measurement have been efficiently operated in most of the Chinese commercial bank. It's the right time for Chinese bankers to decide how to deal with those issues.Balanced scorecard is regarded as a bridge between strategy and performance management. This dissertation is to rebuild the structure of commercial banks' performance management based on the Balance Scorecard's principle knowledge.With empirical analysis, this dissertation points out that commercial bank can integrated the strategic management with performance management by using the four aspects indexes of Balance Scorecard and some special implement procedures, which can help the commercial banks to gain an advantage in competition, to cultivates an enterprises culture with pursuit excellence, which will help the bank ultimately maximize enterprise value.
