With the reform of electric power system, national domestic economic has kept sustained growth and electric power is in great demand. For being scientific research enterprise, Shaanxi Electric Power Research Institute (SEPRI) has encountered scarce historical development opportunity. How to catch the opportunity and formulate our own development strategy to keep sustainable development is very important to the future of enterprise.On the basis of theoretical research, firstly, PEST method is used to analyze the macro environment of SEPRI, Poter's Five factors Model is used to analyze the trade competition structure. The opportunity and threat encountered by SEPRI are pointed out. It is thought that the opportunity from external environment of SEPRI is more than the threat thereof through synthetic evaluation. Secondly, internal environmental of SEPRI is analyzed; the advantage and disadvantage are pointed out through synthetic evaluation. It is thought that there is advantage in competition environment for SEPRI, the disadvantage is obvious as well. Thirdly, SWOT matrix is applied to summarize the development strategy element of SEPRI, on the basis of overall analysis and evaluation, it is determined that short-term (3-5 years) strategy shall be stable strategy, mid-long term (5-10 years) strategy shall be developed strategy for the development of SEPRI. The key implementation points of SEPRI's strategy should be as three following strategies, i.e. leading in the development of science and technology, labor resources, and enterprise culture. Last, it is proposed that the development process should be divided into two stages, i.e. 2008-2010 is first stage, 2011-2015 is second stage. The measures to implement strategy plan are put forward.The study result is practical for the future development of SEPRl, and can be used as reference for the strategy formulation of other same kind of electric power research institute.
