The Research About The Environment In Xinjiang Using The FDI

In the process of economic development, a regional investment environment on the overall economic development plays an important role, a good investment environment can attract more domestic and foreign investors. Throughout Xinjiang's development process more than 20 years, Xinjiang's achievements of absorption, utilization of foreign investment are closely related our country's reform and opening up policy and guidelines of the government. But with the increasingly fierce competition of attracting foreign investment today, stressed on Xinjiang's investment environment evaluation and improvement are of great practical significance, construct the theoretical guide for Xinjiang further expanding to attract foreign investment and economic development.This study came from the actual conditions of Xinjiang, analyze the manner structure, industrial structure and the source of using foreign direct investment (FDI) of Xinjiang, according to the overview, from the four major areas that the regional conditions and natural resources, infrastructure, economic, legal social environment to analysis, and compared with some provinces of the country to find the factors that restricted investment environment of Xinjiang. In order to provide a more scientific basis in improving the investment environment in Xinjiang, Constructing Index System on the basis of predecessors, evaluate the use of foreign direct investment environment in Xinjiang, select 18 indicators to establish econometric model, that is GDP, per capita GDP, per capita investment in fixed assets, the proportion of the tertiary industry, dependence on foreign trade, the total retail sales of social consumer goods, labor costs, population density, per capita water supply volume, and the per capita living area, and the per capita area of roads, telecommunications per capita business, the telephone number per 100 inhabitants, the number per 100 inhabitants of the Internet, the number of college students, doctors, industrial wastewater treatment success rate and the per capita green area.Using the indicator system, select parts of national provinces and Xinjiang to compare. This paper used principal component analysis and calculate the composite scores, the regional ranking from high to low scores and comparing with the Xinjiang, in which identify the status of Xinjiang. According to the results presented of Xinjiang,Finally papers from the industrial restructuring, use resources efficiently, protect the ecological environment, increase investment in science and education, the establishment of employment mechanism, strengthen the construction of infrastructure, improve the hard investment environment and increase infrastructure, in order to attract domestic and foreign investment, supply the transportation, communications and other conditions to improve the investment environment of Xinjiang.
