Study On Dynamic Mechanism Of County Economic Development

County economy occupies the fundamental position and is the most basic unit in national economic operation. The research on county economy in China emerged in the initial stage of Reform and Opening up, grew up in the end of 1980's and the beginning of 1990's, and get rapid development after the preliminary establishment of market economy."Strengthen county-level economy"was firstly put forward clearly in the 16th Party Congress, which is the first time that the concept of"county-level economy"was mentioned in the party's documents. After that, county economic development was highly emphasized by governments at all levels. As an example, Shandong province promulgated some documents such as in 2003, and assigned the methods of annual comprehensive evaluation and assessment for county economic and social development in 2005. Theory and practice about county economy got a rapid expansion for the past few years, based on which, the author probes into the dynamic mechanism of promoting county economic development, and makes an empirical study taking Qihe as an example.The purpose and significance of this topic selection was educed firstly from the historical background, and then the author gives research thought and logical framework of this paper. Around the basic problems about county economy, theoretic combing and induction was done. According to the above analysis and the data of Shandong county-level statistical yearbook 2004~2005, this paper studies the dnamic mechanism of promoting county-level economy based on Qihe county in Shandong province. The author summarizes the characteristics and defect during the development of Qihe county economy through systematic analysis and contrast, and then constructs the dynamic mechanism also brings forward some suggestions of promoting Qihe county economic development. That has positive significance to Qihe county economic development and other underdeveloped areas.
