Accompany with the approach of knowledge-based economy, science and technology becomes a decisive production factor gradually, and the new motive of economic and social development. Science and technology's contribution to the development of economy and society, is mainly reflected by the degree that science and technology achievements convert into realistic productivity. Nowadays, let science and technology achievements convert into realistic productivity against time has become the important strategy of development for every country.Technology innovation is a system engineering, involving numerous factors. Research institute is the producer and proprietor of science and technology achievements, its push for technology innovation is the first step of technology innovation, this push is essential for technology innovation. The motivation of the push comes from the performance obtained by research institute on technology innovation, and the internal factors of research institute significantly influence the performance of technology innovation, this interesting phenomenon causes this paper to think about the relationship between the performance obtained by research institute on technology innovation and the internal factors of research institute.On the basis of previous study, combined with the interview on research institutes in the region of Chongqing, four types of internal factors have been summarized, namely the attribute of S&T achievements, the idea of research institutes on technology innovation, the talents of research institutes on technology innovation and the mechanism of research institutes on technology innovation. According with the influencing relationship, four hypotheses have been put forward. In order to confirm the four hypotheses, measurement items of performance acquired by research institute on technology innovation and four types of internal factors are designed on the basis of abundance literature, and these items make up of an initial questionnaire. After the initial questionnaire has been optimized, this paper conducted a small sample and a large sample questionnaire survey successively. Based on the data of questionnaire, the small sample questionnaire has been conducted the exploratory factor analysis, and the reliability of the large sample questionnaire has been tested by the software of SPSS11.5 respectively.In the condition that the items of the questionnaire satisfy SEM analytical requirement, LISREL8.70 has been used to confirm the measurement model and the structural model, and made an examination towards the four hypotheses.The examination expresses as a result: the attribute of S&T achievements has significantly positive effect on the performance acquired by research institute on technology innovation; the talents of research institutes has significantly positive effect on the performance acquired by research institute on technology innovation; the mechanism of research institutes has significantly positive effect on the performance acquired by research institute on technology innovation; the idea of research institutes hasn't significantly positive effect on the performance acquired by research institute on technology innovation.Finally, combined with the survey experience of questionnaire, the results of empirical analysis has been discussed and analyzed. At the same time, the sequential research has been put forward in terms of the shortages of this study.
