The real estate market develop quickly in China, there is several decades from the beginning. With the development of the market, housing price index is generating. For the short time, housing price index exist much doubt, such as the effective collection of the basic data.In this research we do the analyse of the problems in the housing prices. Then we set out from these problems and synthesize the factors which influence the data collection. In order to identify the relative importance of these factors by literature and interview in practical projects, this study adopts field research for this objective. Firstly two research hypothesis are put forward by literature review, the one is that these attributes in the literature affect the data collection, the other one is that these attributes can be summed up some factors and there are a few relative important ones. And then we decide a questionnaire for the index designing unit, real estate interprise, real estate service agency and property management interprise to the literature review and research hypothesis. The data from questionnaire are analyzed by principal component analysis. All of the data were analyzed using the statistical package for social sciences(SAS). Secondly, five key factors in data effective collection were picked up, including the man-made influnce, the sample's representative, renew and replacement, the reality of the real estate provide data and samples'reliable. Then the cause for these factors are generalize involving the concept, data collection system and technical support. At the end of this study ,we discuss the localization in it and the research direction further.
