Along with the thorough reformation of the power industry, the power enterprises are facing growing competitiveness. In order to subsist, the enterprises require the faster response time, the finer service quality and the higher working efficiency. Therefore, the power enterprises are accelerating the steps of information management. So they will not be defeated in the future competitiveness.The Power Plant Logistics Manage System is one of the power plant manager systems. It is an office information system based on the workflow model. The system realized many functions. Such as examining and approving the material application, material in and out the storage, printing the financial affair's report forms. It contributes to enhance the management of plant, to upgrade the management level, and to increase the profit, reduce cost, enhance synthetical economy benefit of enterprise.About the design process of Huang Tai power plant logistics management information systems based on multilayer frame, this Paper carries out several content research here in after.(1) Argumentation and analysis about the logistics management and research of the character in the power plant logistics system model.(2) Key technique research in process of power plant logistics manage information systems base on multilayer framework. Logistics system model based on SCOR model can be used in information system.(3) Analysis information need in logistics management. Based on BPR system, the paper use VMI model to recombine and optimize the operation flow.(4) Function design of power plant logistics manage information systems base on multilayer frame. Application systems base on Internet/Intranet and multilayer frame are actualized extensively, they supply some effective way for us to build power plant logistics manage information systems. Based on the character of the power plant logistics management, this paper design the logical control model and operation through fetching in logistics manage information system, to share and control interior resource of corporation scientifically.
