Research On The Innovation Of Rural Fiscal System Under New Countryside Construction

To actively advance the overall development and quicken the integrative construction of urban-rural society and economy, our party set the great historical goals of building a new socialist countryside in the 5ht plenary session of the 16th Party Central Committee. To build a "developed production, well-to-do life, rural civilization and neatness, democratic management" new socialist country, officials coming from central and local government should pay much attention. Peasants' dominant position and fiscal sustain are also needed, especially rural fiscal sustain.Currently, weak township financial resources and decentralized capital, to a certain extent, restrict the effect of rural finance on new countryside construction, so do the development of new countryside. Based on the goals of new countryside construction, the construction of an effective rural fiscal system, relating to our country's status, becomes a meaningful research.This paper mainly analyzes the effects and influences of the rural fiscal system on new socialist countryside from the point of finance. The long history of the rural fiscal system leads to many existed problems in the current fiscal system and policies. The accumulative problem of agriculture, country, and peasants makes the construction of new socialist countryside very different. How to effectively solve the problem of fiscal power is the key point to the progress and effect of new socialist countryside construction. There are many ways to solve this problem, for example, cutting the financial management classes down and orienting the rural fiscal system in reason to construct a better administration system; perfecting the function of rural fiscal system to remedy the scarcity of rural finance; improving public service and supply mechanism of public goods to the new countryside construction, and etc.Based on the analysis of the current status of urban-rural society and economy and mechanism of rural fiscal system, some policies to perfect the rural fiscal system under new country construction, are proposed, from the following five aspects: the orientation of rural fiscal organizations, fiscal supervision, fiscal functions, intensive construction of urban-rural, transfer payment system. At last, an example is explored to illustrate the necessity and validity.
