Based on the analysis of the current situation of fiscal support for our country, it is concluded that appear afore-mentioned problems of reason, namely the long-term unreasonable dual economic structure, the government financial difficulties, tax-sharing system under governments at all levels' unequal power and fiscal support fund first mode, and compares defects from America, the European Union, Japan and other developed countries and India, Brazil and other developing countries fiscal support experience, according to our country's economic development situation during the 12th five-year plan period, strengthen the fiscal support dynamics, the adjustment of fiscal support structure and improve fiscal support for efficiency, sound fiscal support regulatory mechanism proposed perfecting four aspects in the construction of new countryside of fiscal support countermeasures.
