In the 1990s, with the fast development of world free trade and the global economic integration, the uncertain factors in enterprises' managing environment are increasing. Therefore, there is no enterprise can control the market of high-profit for a long time or continuously make profit from dimensional economy of salable products. State-own enterprises as important backbone of civil economy is now developing in a healthy direction after the adjustment from planned economy to market economy. But some other state-own enterprises are eliminated by the market because they didn't recognize the potential crisis and their development was becoming worse and worse. So how to use modern management theory and method to solve the problems in state-own enterprises and to improve their weakness and competence in order to keep developing continuously is an important research problem of an enterprise manager or a MBA student.Process reengineering is a milestone in the history of the development of management science, and it is also nowadays advanced management thinking. Some of the enterprises in or out our country have already made big progress in their management level and performance. This thesis is based on the research of the theory of business process reengineering which is aimed to reform the weakness of enterprises, to pursuit large improvement of quantity, cost, effect and service, in order to boost up competence of enterprises. Plenty of literatures of BPR theory are used in this thesis and some successful experience and failing lessons are summed up. And then based on the analysis of the actuality of PetroChina international Dalian corporation, we make a scheme of business process system, and the measurement of process reengineering. This thesis uses BPR theory as a tool to make a research of business process reengineering theory and general methods, and also sums up successful experience and failing lessons of process reengineering. Then, we use our methods to make analysis of PetroChina international Dalian corporation and create a new designation of fundamental organization frame and business process. These tasks will make important significance of solving problems and improving competence of the corporation. PetroChina international Dalian corporation as a total assets branch company of PetroChina corporation, the business process reengineering method of it can be set as an example of state-own enterprises, and other state-own enterprises especially fundamental construction enterprises can also use these method to improve their business process.
