China is in a serious shortage of conventional energy resources, years of great growth of our economy is at the cost of the high consumption of energy and the great damage of the environment, with the growing shortage of conventional energy resources, this extensive mode of economic operation can't guarantee the economy's sustained development.Our government pays more and more attention to the wind power because of its pollution-free, short construction period, investment flexibility, covering less (the offshore wind power projects nearly cover no land), great economic and social benefits. In the coming few years, china will inevitably has rampant exploit of the wind power, most of which will be in the ocean, as we have a total 1 billion KW wind energy reserve in which the offshore wind power is 750 million KW. But we must realize that, compared with the developed countries, our current technology of exploiting the offshore wind power is still laggard, and we will encounter lots of risks in the exploit. Therefore, the article will do detailed risk analysis during the construction and operation periods of the offshore wind power projects.The article briefly introduced some related concepts of offshore wind power projects , meanwhile, the patterns of the bases and the environmental impact in details. In the process of risk analysis, the risk elements are successfully identified by the method of literature analysis and experts investigation, after which the risk evaluation system is accomplished. Then the article introduced existing methods of the civil engineering risk evaluation and point out the methods' inapplicability in the evaluation of the offshore wind power projects. So, in accordance with the feature of the risk elements, the article integrates a variety of risk evaluation methods and puts forward the fuzzy network analysis based on TFN. The article comprehensively introduced the steps of the method and its application to construction and operation period of the HangZhou Bay Wind farm, and good result has been obtained, which confirmed the practicability and easy maneuverability of the new method. Finally, the research results are summarized and new Research Fields about the offshore wind power projects risk analysis are put forward for a further study.
