China's water pollution situation is worrying, the country's seven major river systems in varying degrees by pollution, contaminating among them with the Haihe River , Huaihe River have been the heaviest, the Yangtze River, Yellow River pollution also has serious. CPC Central Committee, State Council of China attach great importance to water pollution.we have do unparalleled scale water pollution preventing and controlling in the "three rivers and three lakes" and other key waters,but in recent years the major water pollution situation has not improved many, some places also appeared the sign which gains ground, for instance: Huaihe River. This situation led to the root causes of our current system that case there is still a very big problem, China is not only to introduce the high pollution abatement technology, and to use reasonable system design, can be an effective solution to the problem of water pollution. In a market economy, we must make greater use of market mechanisms for environmental protection, foster the necessary environment market, establishing an economic incentive system, the mobilization of the main players in the market to protect the environment initiative. Emission trading has become the universal application, parts of the country have begun to pilot the system, and have achieved some results. This paper describes the status quo of China's water, the problem of existing pollution treatment system and the solution. In order to develop our water pollutant emissions trading program as a whole, and the environmental management and watershed management more use of economic means to the environment, according to foreign trading experience, and parts of the country water pollutant emissions trading conducted demonstration projects on the experience gained and the problems integrating social and economic realities, Analysis of the establishment of basic water pollutant emissions trading framework should address the underlying factors, Including property ownership, the laws and regulations, border setting, capacity control, pollutant characteristics, geographic factors, the standard for the initial assignment systems, Initial distribution system price, the transaction cost system, the government's macro-control and supervision of the Bank of emission rights establishment, monitoring and public participation.
