Study On Initial Allocation Model And Method Of Carbon Emission Quota

The climate problem caused by excessive global greenhouse gas emissions has been the focus of various countries,the issue of climate change is the biggest global environmental problems,has brought serious challenges to human social life and production and consumption activities.To reduce carbon emissions has become the consensus of all countries in the world,the Kyoto protocol adopted in 1997 is a milestone for countries in the world to start a win-win cooperation on climate issues.The EU has been actively responding to the call of the agreement,as a pioneer in the role of emission reduction.The European Union established carbon emissions trading system in 2005 began the formal implementation,and constantly expand influence,is by far the world’s largest carbon trading volume,the most extensive coverage,cross-border,cross sectoral carbon emissions trading system,provides a feasible reference for global emissions.Now,the EU carbon emissions trading system has been developed to the third stage,after the first two stages of exploration,summed up a lot of experience and lessons,it is worth the economic reference.The initial allocation of carbon emission quota is the whole system running at the beginning and the most key link,related to the fairness and efficiency of the whole system,so the adoption of suitable initial allocation mode and method,is crucial to the development of trading system.China is the world’s largest developing country,due to the large population and other factors,carbon emissions have surpassed the United States to become the world’s number one.Change the mode of economic development,comprehensive coordination of economic growth and energy conservation is not only a policy slogan,but also need to establish and improve relevant systems and laws and regulations on the important position of national development.As a responsible country,Chinese also has the task of energy saving and emission reduction on the agenda,has established seven emission reduction pilot city,the future development will establish a unified national carbon emissions tradingmarket,but for the initial allocation of carbon emission rights system is still in the exploratory stage of cognition.Therefore,it is of great significance for the development of our country and the global climate problem to study and explore the initial allocation system of carbon emission quota in line with China’s national conditions.This paper based on the related research at home and abroad,the initial allocation of carbon emission rights system as the main research object,from the historical development and characteristics of the distribution system of the EU carbon emissions began,analyzes the different principles and different distribution patterns of the initial allocation of carbon quota area,and different distribution methods,and carries on the comparative analysis of advantages and disadvantages.At the same time,the paper explores the industry coverage and greenhouse gas coverage of the initial allocation of carbon rights in the region,and its characteristics and trends.Finally,combined with the status quo and development trend of the plight of the initial allocation of carbon quota in China is analyzed,and the seven pilot carbon trading results,the scope of design research on regional carbon market operation in China industry coverage and coverage of greenhouse gases,the use of free and quota allocation,initial allocation of paid distribution and mixed distribution method and distribution method the distribution principle and selection,aims to provide a reference for establishing a regional carbon allowance allocation system in china.China has not yet established a perfect system of carbon emission rights allocation,the allocation method and mode of pilot cities are not uniform,how to find a balance point in the development of the country and reduce carbon emissions is still a problem.This paper takes the EU as a case study of the EU and member states between the distribution of each stage,the total control mode,gradual coverage and different distribution modes,have important implications for China regional allocation of quotas and the related system construction proposals for the China.
