| The advancement of technology innovation abilities in enterprises is important for the whole country. In order to improve the technology innovation abilities of our national enterprises, perfect the building of an innovation– oriented country, In early 2006, Chinese government decided to execute"leading project of technology innovation". This .is the first act which focus on innovation abilities in enterprises and try to turn China into an innovation– oriented country.The advancement of"leading project of technology innovation"have deep theoretic and practical backgrounds. We can respect to innovation theory which was brought by J.A.Schumpeter in 1930's. In fact, the distance between our national company and enterprises in west country is so great that Chinese government have to induct innovation ability in national company. In addition, the policy of build an innovation– oriented country give us much help.The implement of"leading project of technology innovation"is an systemic course. Compared with other innovation policy this project has it's own connotations and traits. The project is consist of making some experience units; steering stratagem alliances; strengthen the innovation leading and so on. There are three traits of the project: focusing on enterprises; emphasizing independent innovation and perfecting related measure.For all kinds of reasons, we will meet many difficulties during the implement of the project: the uncertainty of the effects of experimental enterprises; the uncertainty of the validity of"industry-study"alliances; the uncertainty of enthusiasm of enterprise participation; the uncertainty of service quality of technology agencies; the uncertainty of enthusiasm of employees.Finally, on the basis of all kinds of uncertainties, in order to perfect the execution of the project, different enterprises should adopt several countermeasures: definitude guidelines , induct innovation inadequately in enterprises, explore new mechanisms in"industry-study"alliances; quicken the course of industrialization,; increase investments , encourage innovation inadequately in enterprises; control agency market ,perfect innovation service system; adopt more forms of inspiriting , enhance the enthusiasm of employees in enterprises. |
