| When it comes to the world competition, the competition in science and technology is the key part of the competition of comprehensive national power and the development of high-new technology and its industries is inevitablely the focus of the whole process. In the early 1990s, high-tech zones began to be implemented vigorously in China and a series of high-new technology enterprises have given birth to with the help of new cultivated economic growth points and the promoted integration of science and technology caused by the development of high-tech zones in decades. Meanwhile, the upgrading of traditional industries and the development of the local economy are promoted greatly and they have becoming the most innovative bright spot during the development of economic, social and technological in 21st century in China. However, the greatly different competitiveness levels of high-tech zones in Hebei by showing partly stronger and partly weaker, caused by various factors such as geographical locations, human resources, science and technology and industrial environments, will result in the imbalance of economic development, which may lead to many social problems. Therefore, it's very necessary to identify the "bottleneck" of factors which affected the harmonious development of the high-tech zones in Hebei by the means of analyzing its current situation of competitiveness.Firstly, the background and significance of comparative study of the competitive of high-tech zones in Hebei are introduced systemically as well as current situations at Home and Abroad and existing problems. Secondly, corresponding basic theories of high-tech zones, its competitiveness and high-new technology industries are explained as well as the popular three methods for evaluating the competitiveness of high-tech zones. Thirdly, an evaluation index system are proposed based on the factors affected the improvement of competitiveness of high-tech zones in Hebei by analyzing the development situations of 15 high-tech zones in Hebei from three aspects including economic developments, technological innovation, and innovation entrepreneurial environment. Furthermore, streamlined index system are obtained by reducing attributes in the original index system by the mean of rough set theory and assessment clustering among the major high-tech zones in Hebei are discussed with the help of Unascertained Clustering Method. At last, concrete countermeasures finally, general countermeasures for enhancing overall competitiveness of high-tech zones in Hebei are put forward to as well as specific strategies for each kind of high-tech zones. |
